(1) For the purposes of section 14, any object that obstructs the acquisition of land, cuts or uproots a tree planted in accordance with section 16, objects to the taking of soil, stone or sand in accordance with section 17, violates section 18 and obstructs the movement of public roads. The road department or the government of Nepal shall have the right to take action and punish in relation to the offense of keeping, throwing, hanging, making, hanging and doing any work within the public road or road boundary in violation of section 19.
(2) In taking action according to sub-section (1), the road department or the designated officer may exercise the same powers as the district court in accordance with the prevailing law.
(3) A person who is aggrieved by the order of punishment issued by the road department or the designated officer in accordance with sub-section (1) may appeal to the High Court within thirty-five days.
